Paul Kagame: ”The DRC does not have the right to tell us to keep quiet”.

“The DRC can’t just tell us to shut up while it creates a security problem against our country. Nobody can tell us to shut up. We’ve been begging the DRC and its leaders for a long time, we’ve shared our problems and asked the DRC to solve them, and they refused,” he said.
Everything seems to indicate that President Kagame’s comments are an attempt to conceal the reality of the situation.
Indeed, the negotiations conducted up to that point between Kinshasa and Kigali as part of the Luanda process had resulted in clear compromises whereby Kinshasa undertook to neutralize the FDLR and Rwanda was to order its troops to leave Congolese soil, and that it would use its influence on the M23 rebels to get them to withdraw from the territories they occupy.
However, on the day the agreement was due to be signed in Luanda, President Kagame preferred to stand up his counterparts Félix Tshisekedi (DRC) and Joao Lourenço (Angola).
This attitude on the part of Kigali is the real reason why the Luanda process has been deadlocked since December 2024.
In other words, the DRC has never refused to help Rwanda dismantle the FDLR, even though it qualifies this Rwandan request as a pretext for the aggression to which it is a victim. Rather, it is Rwanda that has brandished at the last minute the obligation of direct dialogue between the Congolese government and the M23 before signing any peace agreement.

In spite of the 3,000 people recently killed in the town of Goma and the more than 3,000 wounded who are currently between life and death, and this on the initiative of the Rwandan army which has deployed 10. 000 men of its special force at the side of the M23, the strong man of Kigali had fun putting on his actor’s dress who accuses the DRC of maintaining a problem which would threaten the security of Rwanda, whereas in reality it is Kigali itself which blocks the Luanda process, thus mortgaging, the significant advances already initiated under the Angolan mediation.
